Making sense of Correctional Service Canada, the National Parole Board & Canada's DNA Databank is no easy task. Making change is even tougher. For many people, it's not even a concern because they think they'll never be a victim of crime. That's what I used to think too...But that changed July 2, 1981 when Ralph Power murdered my sister Sheryl Gardner.
